- The locals are protesting the continued delay in forming of the council

Moyo- Locals of the created Palorinya Sub County which was curved from Itula Sub County in Moyo district have petitioned the resident district Commissioner demanding to remain under Moyo district instead of Obongi district which is to take off from 1st July,2019.
Michael Bitto, one of the petitioners while presenting the petition said in the letter to the Chairperson Moyo district local government date 5th June,2018, the minister of local government has under section 7(5) of the local government Act (Cap 243) as amended approved the creation of new administration units in Moyo district that the new Sub County of Otce, Palorinya became effective from the 1st July,2019.
“We received the news with jubilation by the people in the mentioned sub counties. The people were happy that their caring government has brought service nearer to them. It is important to note that the people of Palorinya Sub county are now deeply disappointed for the delayed formation of the interim council for the Sub County and we want to remain under Moyo district,” the petition partly reads.
William Komakech, the Moyo Resident District Commissioner said: “Last week I was in Kampala with LCV and CAO we had opportunity to meet the permanent secretary of local government ministry. We made it clear to him that you are not interested to go to Obongi district,” Komakech said.
He appealed to the locals to remain calm and wait when the sub county becomes an entity from July 2019.
Mr Sam Tako, the Chairman Obongi district Task force said that the petition for demanding interim council for Palorinya Sub County Council is done for individual interest.
“We are not surprised to see this demonstration organized by the few people. We are aware of all plans which can mot move us as the leaders of task force and we are only waiting for the 1st July 2019 to come.”
He said: “They were bribed to come and present the petition because it is not their wish. The fight is simply because Palorinya Sub County is hosting refugees and the leader of Moyo are enjoying the unaccountable money and losing Palorinya is a base of money their want to eat the money the simplest ways is to use the fork of Palorinya people.”
Sam Asusi, the secretary for works and security said as by the law the CAO is to appoint caretakers and he did his part. “There are technical staff assigned to prepare government programs in Palorinya and Otce Sub Counties respectively. What remains is the formation of interim council and it is not the mandate of LCV Chairman or CAO and the local government Act section 187 says it is the mandate of the electoral commission. A letter was written to them based we are waiting communications,” Asusi said.
