- Poor mind set among the recipients of any program and projects of interventions funded or the provisions under the same programs that target the development of such recipients through empowerment strategies at a faster spread
- This is so, simply because some people are accustomed to cultural rigidities, religious rigidities, which sometimes create stampede to any would-be development plans brought forward, hence making majority to end their lives into a mass vicious circle of poverty!
- Poor farming techniques that are rudimental characterized by high usage of traditional production tools like hand held hoes whose output productivity levels are always low, unscientific techniques of production that does not foster or promote commercialized farming

Poverty is as dangerous as the negative effects of a subconscious mind to the extent that once the phenomenon befalls onto an individual, the resultant impacts is always so severe especially on the side of those with low human individual capabilities to fight back the vice!
At present, Uganda’s poverty level has dropped at a comparative level of 19.5 per cent lower than other states within the Sub Saharan divide such as Nigeria, Ghana, Angola, Swaziland and Zambia with alarming poverty levels such as 46 per cent, 24.2 per cent, 36.6 per cent, 63 per cent and 60.5 per cent respectively yet surprisingly they have attained middle income status than Uganda that is still classified under a low income status nation! Thus, middle income status rating based on Per Capita Income (PY) alone cannot be an end itself!
Previously and currently, the leaders have tried their best to put in place several strategies that aimed at fighting poverty infiltrations among their populace through empowerment programs that dates way back from Pre and Post-Independence eras to the current “Hakuna Mchezo” era under President Yoweri Museveni. All these efforts were welcomed for implementation.
But several challenges made these programs kind of hit a snag or lag behind schedule. The justifications shall be analyzed below, sooner than later.
“However much such programs have been introduced, meant to bail out the “Wanainchis” at both grassroots and urban centers, the fallen mana landed onto hard rock surfaces, hence the germination of the “heavenly”-National Government seeds of Gold have not taken any positive effect-did not germinate due to the unfavorable condition found upon landing-hard hit free fall indeed!”
Even though it is being manned by the Uganda People’s Defense Forces (UPDF) whom I have much trust in, with limited or no corruption rampant scandals like other agencies within the Government units whose corruption records are so pathetic to the extent that they could not be hidden any more-just like an Ostrich trying to hide itself by simply burring its head into the sand but leaving its entire body outside thinking that its hiding mission could have been fully accomplished, yet not!
This situation has been so, ever since due to, but not limited to the following justifications. Limited grass-roots farmers’ access to credit services within their operation reach. On several occasions, the farmers have been denied access to financial credits that would have empowered them expand, carry out researches on possible cause of a shift from unscientific to more scientifically improved techniques of production. To the shock of all, some of the available credit facilities that previously targeted the rural farmers as their primary beneficiaries to access the low interest rated credits like at the Village Banks; Village Savings and Loans Associations (VSLAs), Savings and Credit Cooperatives (SACCOs), among others, who are always made poorer by the Urban rich who dive into these financial facilities and empty the coffers by borrowing the funds that were not supposed to target their financial needs.
Limited Community participation due to inadequate inclusive participatory model or appropriate approach to development hence causing emergence of ‘white elephants’ where several programs of interventions, projects are always abandoned by the communities who would have been the right programs and projects’ beneficiaries but due to insufficient interests among the intended community beneficiaries of the projects or programs per say, based on non-inclusive participation of all stakeholders before, during and after projects or program development and implementation cycles.

Mismanagement of programs of interventions by the concerned service providers like the seeds and seedlings providers like the one that happened in Northern Uganda decades ago when some wrong elements within the then Office of the Prime Minister delivered seeds that was procured but could not germinate when planted due to the corruptive tendencies of some un-nationalistic, unpatriotic, selfish civil servants and service providers who are shameless of the same evil acts-especially due to the envelopes that they always get as “kick-backs” to their so-called bosses-civil servants.
Limited capacity building inform of farmer orientation trainings organized to equip the farmers with practical farming skills at minimal levels so as to be able to widen their knowledge scopes in as far as agricultural modern practices and production capability is concerned. This has, on a number of occasions led to low levels of community ownership and effective management of the programs or projects of Government interventions like the case of Operation Wealth Creation, hence ushering the program into poor community beneficiaries’ vivid uptake especially at grassroots levels.
The harsh climatic conditions due to the reversed climate change that are extremely hostile and unfavorable to ably support the seedlings such as oranges, tangerines, coffee and seeds varieties, the agrarian crops that farmers always engage themselves into growing, among others to the extent that when they are transplanted and planted respectively in farmers’ gardens, they always fail as they quickly dry up or sometimes do poorly in terms of growth and output realization at harvest reasons!
“Heavy political interference within the Country side in such as a way that majority of the political leaders end up diverting the targeted community beneficiaries’ programs of intervention to communities of their choice as a way of politically rewarding them for their massive vote casts and support to them based on political party affiliations.”
Surprisingly, the communities have been ill-advised or tuned to and always haunted by the financial handouts given to them at every political elective seasons with desperate questions that emerge whenever any political icon could soft or hard land onto the areas these populaces may be crowded at such as trading centers, drinking joints, among others.
They always ask without shame “how are you leaving us, you the political leader? This question would always shoot up as a result of their failure to embrace the Government aided programs of interventions like the current Operation Wealth Creation (OWC)! Such mentalities can never allow or give room for one to have any progress to prosperity since this breeds idleness at its highest degree!
Infrastructure underdevelopment, much as the Country underwent major infrastructure development with good tarmac and murrum roads, water, air and railway networks prior to the current hope in the offing-the Standard Gauge Railways (SGR) that is intended to connect the East African States (EAC) to boost trade across the region to achieve the dreams of East African Regional Integration into a strong socio-economic and political block with consolidated success stories!
Limited World Market supply quotas allowed that adversely affect majorly those in the export business whose consignments are sometimes rejected at the recipients’ countries for example, the Royal Netherlands, United States of America (USA) and the United Arabs Emirates among others not simply because of their failure to comply with the quality standards set.
This is horrible and has subsequently crippled the pace at which farmers’ produce and products would make expected progressive strives to prosperity attainment, causing a harsh trickle down effects onto the grassroots farmers, hence making a possibility of abject or chronic poverty gain deeper roots among the wanainchis if not well watched and tackled with quick remedies leaving majority of the populace rolling on their routes to meet their Heavenly Creator-God sooner than later!
Existence of exploitative middlemen and women who think typical grass-root farmers may not find ready markets or clients for their agricultural produce or products, hence they end up turning into con people within societies at the grass-roots since in the event, farmers tend to entrust them with their produces with the aim and hope of being helped by those “goons” change their known phone contacts.
Limited numbers of “competent and qualified” open hearted extension workers to man the demand needs of most grassroots farmers at different levels such as; Village, Parish, Sub county levels, County, District and Municipal levels in as far as training, mentoring, monitoring and evaluation of farmers’ performance progress especially those who are beneficiaries of the said programs like Operation Wealth Creation (OWC), among others!
This level of incompetence among relatively unqualified officials who masquerade, on many occasions are graduates of “University of Nasser Road” with all the fake academic credentials whose details of the holder and credential serial numbers always mismatch, thereby having wrong elements that output their best ever-poor service delivery to the targeted beneficiaries!
Existence of ill-advisors like ‘Judas Iscariot’ who surround and intoxicate the mind thinking capability ideology of the master mind of those programs meant to help liberate the affected “wanainchis” simply because of the selfish individualistic motto.
