Yumbe- The Yumbe district council has blamed the district planner for the confusion in the budget that has resulted into the locking up of about Shs 8 billion in the development budget.
In an emergency council meeting held on Tuesday to streamline the budget, the council recommended that Mr Albert Franco Odongo the Senior Planner who is be sacked due to what they termed as incompetency.
Alli Drasi the area councillor for Kululu Sub-county said they had the budgets which were perused through by the sector committees before approval but the alterations were done after placing the budget in the hands of the planning unit.
“There is a problem of incompetency and deliberate failure of Yumbe district by the officer heading planning unit. Shifting sector codes to another is a malicious thing done by an incompetent person who needs to be replaced immediately.”
Charity Farida the district speaker said people give excuses about the confusion in the budget that it is the new system introduced that is Program Based System (PBS) causing the problem but the system is actually being managed by human beings.
“We have failed to understand this because other districts are implementing the new system without any problem. We want the person assigned to handle the office of planning unit be put aside and CAO should look for another person,” she said.
Mr Rashid Ojoatre, the Assistant Chief Administrative Officer said: “The implementation of the recommendation will depend on whether the decision taken by the council is within the law. If they presumed to be within the law, CAO shall implement as per that”.
“There are certain decisions that are invested in the office of the CAO and if the decision is in line with those provided for in the supreme work of the standing order, CAO shall implement as provided for.”
Albert Franco Odongo the senior planner who is currently acting as the district planner said the council members need to be informed of the new finance management bill so that they know where their roles start and ends.
“Much as I am the senior planner, the issue of the budget is not my role a lone but it involves everyone. Since the Program Based System (PBS) has been introduced newly, mistakes in the system affected the entire country because it’s yet the first year for implementing the system,” he said.
